Simon Coulthard brings more than three decades of rail industry experience and has played a pivotal role in strengthening relationships between the heavy and light rail sectors.

As Head of Light Rail at Network Rail, Simon has led the delivery of the UK’s Tram Train Pilot, supported the development of tram-train guidance and helped advance the Mixed Use Railway (MUR) initiative. Additionally, Simon chairs UITP’s Regional and Suburban Railways Committee and sits on its Policy Board. On his appointment in January 2026, Simon commented:

“I am delighted and honoured to have been elected to the UKTram Board.  I hope to add a new dimension to help UKTram and its members navigate the impending reform of the GB rail industry; and be in a stronger position as a result.  I look forward to working with my Board colleagues to shape the future direction of UKTram to maximise the benefits of this fantastic sector.”
